Noblis Systems Engineer - TDM-to-IP in Washington, District Of Columbia

The TDM-to-IP System Engineer is a key contributor in planning and executing all systems engineering efforts within the TDM-to-IP Portfolio Program Office program. This role requires both internal and external stakeholder relationship management including working with the subcontractor teams, aviation subject matter experts and FAA, to ensure that program plans are executed in accordance with program & technical requirements.

In this position, you can expect to provide systems engineering expertise, project management fundamentals and TDM-to-IP program support to the Enterprise Engineering Services (EES) team in the FAA Communications, Information, and Network Programs (CINP) organization, including but not limited to:

  • Interfacing with the customer and stakeholders to develop IP communications service requirements for FAA Systems and Programs, solution alternatives, comprehensive technical solutions, schedule risks, implementation plans

  • Assess vendor proposed solutions for FAA National Airspace System (NAS) systems, services, and programs

  • Perform engineering functions associated with system development / enhancement, network design, and transition to operations of FAA systems that utilize the FAA’s enterprise communications infrastructure to provide leadership, management, direction, and technical oversight for the TDM-to-IP Portfolio Program

  • Influence and facilitate thought and discussion among FAA managers, teammates, stakeholders, and industry partners (i.e. NTIA) across the enterprise to identify future requirements to provide FAA system solutions that meet future FAA business and technology needs.

  • Author and present technical briefings to team members and customers.

  • Verify that the FAA Telecommunications Infrastructure (FTI) service provider understands and meets FAA system requirements

  • Communicating customer guidance and intent across technical projects, ensuring optimal communications

  • Developing briefings and position papers for architecture reviews

  • Providing input to reports and strategic plans

  • Contribute to white papers, briefings, status reports, and other communication packages for FAA executives

  • Work with Cost SME to help in the development and refinement of the cost model associated with TDM-to-IP technical solutions; ability to communicate to internal/external customer stakeholders

Qualifications

  • Bachelor’s degree and at least 5 years of relevant experience in providing life-cycle management for large-scale network-enabled communications services; life-cycle management includes program justification, network and service definition, specification, installation, operation, and enhancement

  • Excellent communication, cross-functional team collaboration, presentationand technical writing skills and results-oriented problem-solving abilities

  • Strong professional, interpersonal, project management and organizational skills and the ability to work in a fast-paced work environment

  • Facility with presentation graphics, and/or spreadsheet tools highly desirable; proficient in Microsoft Visio

  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

  • Broad systems engineering and integration related skills and experience such as but not limited to:

  • Analysis of architectural and design documents.

  • Development of architecture views and/or process flows

  • Analysis of functional, system, and non-functional requirements, data flows, and dependencies

  • Analysis of design and implementation alternatives, trade-offs, and recommendations

  • Knowledge of one or more relevant technical subject areas, such as wide-area networking (IP VPNs), enterprise network operations, network security, managed services, wireless and cloud-based offerings

  • Ability to develop and effectively communicate solution options and justifications to internal and external stakeholders and adjust to level of role and understanding

  • Ability to uncover business challenges and objectives and develop a documented customer solution to solve these challenges

Preferred Qualifications:

  • Relevant work experience in the areas of systems engineering employed by Federal Agencies

  • Familiarity with relevant Federal technology issues, policies, regulations or practices

  • Solid understanding of systems engineering in an engineering environment

  • Working knowledge of FAA Acquisition Management System (AMS), NAS Enterprise Architecture, and Joint Resource Council policies and procedures

  • Hands-on experience with FAA systems

  • Project Management Professional (PMP) certification

  • FAA Experience
